Or has the program been closed. If not what are the restrictions?

    Closed about 5 years ago, I'm afraid.

    The vet system has led to what you see now. Which is nothing.

    The Vet program was dissolved. Some of the vets were brought into the PT program, the rest were released into the wild, but retain their Vet ear-tags for migratory and breeding (sure.. right) tracking purposes.
    The vet program is closed, and there are no current plans to reopen it. However, the Constellation program (with a far less obtrusive tracking tag) is still open for applicants.

    And now, given that the thread has reached the end of its useful life...
