I Need A Camera!

<div class="IPBDescription">Motion, Eye-height-view camera!</div> Basically I've got an idea for a movie-short project that, if done well (ie not by me, really) would be utter pwn, but I need a camera that:
O Is about eye height (on the actor/cameraman wearing it)
O Moves freely with the actor/cameraman's head
O Allows both arms to move freely, as well as be presented in front of the camera/on-screen (so if the guy picks something up, you see his arms picking it up etc...)
O Can allow for a bit of rough and tumble
O Doesn't end up with an image that looks like a digicam strapped to a baseball cap
O Is relatively cheap (<!--emo&:D--><img src='http://www.unknownworlds.com/forums/html/emoticons/biggrin-fix.gif' border='0' style='vertical-align:middle' alt='biggrin-fix.gif' /><!--endemo-->!)

Steadicams were what I first thought of, but they're both too expensive and too bulky for what I have in mind, and far too expensive to replace if broken (an extension of the expense of buying it in the first place) which would be quite likely.

Anyway, the project will probably never get off the ground due to lack of funding and/or effort on my part, but if I get this kind of stuff out of the way first, it'll seem more enticing to come back to at a later date. So does anyone know of something that'd fit the description (and not the full body-mount steadicams)?
