I just use stopsound and listen closely. +$49 headphones ftw/l
You can not change other sounds if you are playing on a server with consistency. There is really no need to increase the volume of other sounds once you remove the ambients.
I cant use my low volume blink anymore :/
I would have rather had a lower volume first person blink than new fall sounds. It is a nice improvement.
That damn noise is so deafening, and I rely on headphones for 90% of my marine detection... I die almost every single time it plays.

Yes. You could simply decrease the volume of those sounds.
I'm not sure if this will cause problems with mp_consistency, though. It might.

not in hl, not in other games. at first it was strange that i could hear skulks from a distance, but couldn't hear steps of marine running behind a corner, now it's annoying as it gets me killed all the time. i'm asking coz i'd like to figure out if the steps gamesound is too quiet or is it my cfg...
i've got sb live 1024 + good speakers, turning eax on/off doesnt seem to help. i didn't modify any game sound settings, i play on defaults.
