I made 2 amx plugin. I call that "unchain Upgrade" and "gorge free"
It has next effect.

but I hope that my plugin idea and test result send NS developer

If skulk hasn't any upgrade then he can pay 1 resource for first upgrade
but skulk has 8 upgrade then he does pay 16 resource for upgrade.

1 st upgrade same default, but next and after upgrade very expensive
and If user change lifefom then all upgrade set zero.

What happens if someone has upgrades as a skulk and then evolves to a higher lifeform (for example, fade)? Is there an extra cost? are the upgrades lost? or do they remain?
I ask this because I can see it as an easy way to get many upgrades cheaply ie. You could get 7 upgrades as skulk and then evolve to fade. Cost of 93 res (43 for upgrades + 50 for fade)

Also getting all upgrades can be done at any number of hives, but has a serious res cost with it. Getting 9 upgrades as a fade costs a horrendous ammount that would never happen! Even the second upgrade costs 20 res, seriously limiting your ability to re-fade if you take it.

On hyperlarge/slow moving maps such as seige where both sides generally tend to reach thier full potential fairly fast, and epic long lasting games are fairly common, the game would quicly unbalance however.
To counter the disadvantage of both counts, I think a counter plugin should be made that allows the marines to upgrade more of thier structures (armory and observatory emidiately come to mind) as a counter for the more powerful earlygame WOLs and potentially deadly early superskulks, and also extra upgrades, perhaps to level ten, should be added at an astronomical cost for the hyper high end level upgrades.
