Hltv Error

No formatter is installed for the format ipb

I don't really know what triggered this, but each time I tried to join a game today I got the error: "Please connect to HLTV Proxy" and got kicked out to the console. Restarting Steam solved the problem (or if it was something else I don't know) but I'm curious to what may have caused this error.
