Theyve also been working on what seems to be the spiritual successor to Fallout. That and Troika never had the Fallout Licence.
They also did Morrowind. Granted, the previews of The Elder Scrolls IV indicate that they learned from at least some of their mistakes in Morrowind, but overall, Morrowind is not liked by most Fallout fans.
[edit]I should be more clear. NPCs in Morrowind have been described by at least one high-profile Fallout fan [read: long-running Fallout fansite staff member] as "Dialog vending machines." They're lifeless compared to NPCs in the Fallout universe, which is key.

It's better than having Elves (or was it Dark Elves in the case I'm remembering?) and Orcs that live in the same city have the same list of questions you can ask them, <i>and</i> verbatim equal responses.

I'm afraid I must agree.
Although for a game that lets you run around in your underwear and get attacked by beasts while it's raining, Morrowind fits in fairly good, it's just missing the violence, sex (that's not show anyway) and swearing.
[and drugs, can't forget drugs...hopefully they'll be more ...'use worthy' ]
