Stuttering Gameplay Every Couple Of Seconds

Every 20 or so seconds while Im playing I get a short pause, as if I had just taken a screenshot, this makes the game pretty much unplayable. Ive reformatted my laptop 3 times now to get it sorted and it keeps hapening. A few months ago it never happened.
Im not sure if it has started since 3.0 because I cant remeber if it happened before then.
System specs are:
Laptop: Dell Inspiron 5150
Gfx: Geforce FX Go5200 (32mb)
CPU: Mobile Pentium 4 2.8ghz
Ram: 256mb DDR
Audio: Sigmatel 9750
Chipset: Im not sure, however from googleing im told its the 852PM. But I wouldnt take that as concrete since this system is modifiable before purchase.
Connection: DSL, 512k down, 128k up
OS: Windows XP (not installed sp2, but the problem did occur when I had sp2 before the format)
I have tested it to see was it due to backround programs draining resources, but even with nothing running in the backround except Windows services, it still happened.
[Edit]Btw, system is spyware/virus free, as I have scanned and reformated with just the bare minimum of software loaded, have spybot and adaware also. And just incase anyone misunderstood, Im not talking about ping or lag, its system slowdown.

What happens is youre playing right, and every so often everything will freeze, with a sound still playing, looping over and over, until it stops and gameplay resumes to normal. The harddrive light will be on during the freeze.
If this is what's happening to you it can be fixed by checking any program you have running that stores log files (for me, it was an outdated version of my firewall zonealarm logging lots of stuff to a text file). Change the program options so it doesn't write these logs anymore, and the problem will clear out. If it is your firewall, make sure its updated too, since for me it wasn't just the logs that was causing it, but the outdated version was resulting in a lot more "hits" than I should have been getting anyway, which exasperated the underlying problem.
Even if what youre experiencing isn't as severe, if it sounds the same you should check for something like this as the cause anyway. It could be the same problem I had, only to a lesser extent.

Since my PC is a laptop, im told in order to conserve power, they run hardware at lower speeds ect..
All I needed to do was to go to Power Options in Control Panel and change the Power Scheme from "Laptop" to "Allways On", and the problem just dissapeared, well until I ran the game and found it still happening to a much smaller degree, and found I had my firewall logging every packet, turning packet logging off made it all back to normal.
