For NS, CO, MVM, and siege...
What i mean by the most popular maps, are maps that fill the server up really quickly.
Out of regular NS maps:
-ns_eclipse, ns_tanith
Out of Siege maps:
-ns_siege007
Out of regular CO maps:
-I dont know, you tell me =/
Out of MVM maps:

on my server which i have had fror about 6 months it has been played atleast 8 times each day!
So lets say 183 days is around 6 months!
We do the multiplication from my server of co_blackmesa 8 times a day!
So 8 x 183 = 1464
So co_blackmesa has been played atleast 1464 times on my server in the past 6 months! The most popular map on my server they are always voting it!
When we play it lets say it starts off with 2 players! Within 5 minutes those 2 players are now 20 players!
co_de_simpsons is the hands down fave on my server, with co_de_dust and co_de_rats_b1 not far behind (all personal conversions).
ns_de_dust is the fave of ns maps, with ns_siege007 and ns_dod_anzio following them (more personal conversions, sans siege).
co_mvm: co_marineworld_v5 is by far the most popular MvM map on my server, with co_dod_legoland2 next followed by co_mvm_aztec3 (the last 2 personal conversions).
Personally i use personal observation.... I'm guessing since TheJim has specific statistics down, that he is doing it through psychostats?
co_pulse or faceoff
tanith eclipse (veil?)
but generally ns_siege007 will attract people the fastest in my expirience

If you are looking to just fill up your server with players, this takes some time. You will have to wait around for people. Try to get friends to join up to kickstart the server. Once people play there a couple times they come back if they like it.
The Mr|Server for instance, started out a little slow, but just BOOMED once people found out about it. I tend to think our little community is quite popular and we get some good players on our server.
Just a note as well, if you are going to run an NS server, I suggest choosing either MAINLY NS, or mainly CO, as these types of players are QUITE different and don't mix well.
I find CO is best to play with NS players...I hate straight CO players. Our server is an NS server (we seldom play CO)
And now for my opinion of some maps...
Siege is always popular...but again, it attracts a certain player.
Check out these newer NS maps: Shiva, Oasis, Blackhawk (fun, and somewhat normal NS), Thorstation (another good one) ** Not popular, but good maps for customs
But IMHO vastly inferior to thE siege007V2 remake
Just make sure u get a version with the secrets removed....... because they are lame
Any "official" map fills the server equally since they are all played
Blackmesa is fun....

i remember when ns_bast would fill your server to the brim, those were the days.

Actually i just monitor my server alot and on average each day co_blackmesa has been voted for 8 times a day (some days had it voted for more) I only got psychostats the other day and in 5 days so far co_blackmesa has been on 48 times. But players only join from 2.30pm GMT onwards each day and on sundays the average amount co_blackmesa is on is between 12 and 20 times (sundays only)
This map does have marines camp out their own spawn alot especially when aliens are going nuts and rushing everything they have. But marines do quite well especially when they rush attack aliens, this map does stay on for quite a while especially if both side have good players, the longest length i have seen a round of blackmesa last was 1hr 30min and a very close match it was.
Even tho there can be alot of camping the people who come to my server love it and it fills the server up rather quickly. Some ppl have requested that i get a co_blackmesa only server and then they would never leave it, which made me chuckle! Infact i think co_blackmesa is the only co map on my server that everyone votes for its rare that you see any other co maps on
On an average day according psychostats i get between 600 and 1000 players connect to my server each day (connection attempts well are between 1000 and 3500. The main maps they join are as follows:
co_blackmesa
ns_siege007_v2
ns_supersiege003
ns_siege_generator
ns_prometheus
ns_eclipse
ns_weldsiege
THOSE are the servers to play on, the ones with the nice people to play with (skill is nothing, but great gameplay with people you like is everything!)
<insert shameless plug here>
Come by the Mr|Server(FF)....

Sorry but this is only 35% true even tho i would like it to be 95% true
its just you stick siege007 on and all the siege newbies who have their filters stuck on siege will try to join by the 1000's its just too true!
it would be nice if a server would fill up just because of a normal ns map in like 5mins but this very rarely happens even with good player base! Siege map just fills the server in minutes even co_blackmesa fills the servers faster than all the non-siege maps!
I would like what you said to be very true but like i said it isn't
Not sad at all, and it appeals not only to those just joining the NS community from CS or DOD, but it tremendously popular with the veterans also. NS isn't going downhill, although we do attract a slightly different player base since the inception of Combat. Ns_dod_saints and co_de_simpsons are hawt!

What fills a server is the people...get a good player base, and once they see other people on that they like, they'll usually join no matter what map is playing...

Only slightly true. Different players join different servers for different reasons. The big draws on my server are MvM, custom maps, scoreboard icons to regulars, extralevels2, and Teh Gnome, to mention just a few. Plus good adminning.
I like to think my server [Pfff] NS Server is very popular, well the stats say it is popular and who am i to say the stats are wrong
It's like Cheers, where "everyone knows your name."
All the above maps are popular, but the popularity you guys are referring to is just RANDOM players coming to your server for that hour. If you want a good player base, you have to spend time with people, talk to them about things other than the game, and make some NS friends (as silly as it may sound, my community for instance has members that have been friends now for about 3 years, all because of a little server known as the "Condomless Brothel")
If you ever played on the Condomless Brothel (CB) back in the 1.0 days, and you know some of the people that played there, you want to go to my server...it's like a mini reunion of the old CB, they all play there (at least those that still play the game. We have one [Ht] guy still playing from time to time...[Ht]Boozer)
Anyways, sorry for getting off topic about the popular maps and such.
Question: Besides doing conversions of these maps, where is the best map site for downloading all these maps?
There needs to be a single resource set up the just strictly houses map downloads. Leave the other map update/editing sites, but one compiled list of downloads on a server would be nice...

Absolutely without a doubt false. My server is living proof that these maps bring back regulars. Plenty of them.
The best site I know of for downloading custom maps (other than from my own gameserver) is Brys natural Selection Maps.

Same here depot
I think there is just some miscommunication (mainly because my points make sense to me, but they are obviously not clear)
I imagine those players do come back, but when a map changes to something they like, I don't think they will stick around. If they end up liking the server, they'll be more tolerable of the current map. But the players I'm thinking about are just the ones that look for siege only and jump between servers just to play the maps they want.
Thanks for the link, I'll go check some maps out
