This is probably a bug with sound setup as opposed to the patch. It could have to do with how many simultaneous channels your soundcard is capable of doing.
ie: if you can only produce 16 sounds at once, but there's 18, you're going to lose 2 sound effects.
I've noticed that NS seems pretty heavy on environmental sounds, so that could be where the issue lies. (that's not a complaint btw).
You're probably just going to have to suck it up, at least for now.
It has to do with the model. At least when you have an HMG with no heavy armor. I decompiled the model and the HMG with the regular soldier arms does not have any code for it to use the reload sounds.
I believe the HMG with heavy armor arms does do the reload sounds, or at least it has the code for it in the model.
