For Firefox, yes. Go to <a href='http://piro.sakura.ne.jp/xul/tabextensions/index.html.en' target='_blank'>http://piro.sakura.ne.jp/xul/tabextensions/index.html.en</a> and scroll down to the download link. You can then just right click on a tab and choose "Auto Reload..." and then specify after how much time it should reload the page.

I found Tabbrowser Extensions caused a few problems (some links on phpBB forums nor working correctly) - there are threads <a href='http://forums.mozillazine.org/viewtopic.php?t=47192' target='_blank'>here</a> and <a href='http://forums.mozillazine.org/viewtopic.php?t=140089' target='_blank'>here</a> on how to replicate its functions with other plugins.
