This error can be generated by one of a few things.
    1. Is HL installed correctly, and is it available offline?

    If so,

    2. Has HL.exe had any problems, and dumped you back to the desktop?
If it has, then the HL engine gets tied up, and Steam still thinks that the game is still running, hence the "Unavailable" message.

    Solutions,

Try uninstalling, then reinstalling NS. If that doesn't work, then uninstal, and reinstall Steam.

If Halif-Life isn't bound to your Steam account properly, then that might be the root of your problem.

Try those out, and post back if you're still getting problems.

Well, I occasionally get this message, and logging out and then back in will fix it, most of the time.

Sometimes there's a pending Steam client update.

I wouldn't go so far as uninstalling NS, etc, before just exiting Steam and restarting it 30 seconds later.

Oops, forgot to add, restart the PC, which will clear Steam's game states, and should allow you to start the games back up.

Typical, logout/login normally only reliably works for Steam Ticket errors, but can force Steam to check for it's own updates.

I have gotten this error MANY times, and have never uninstalled NS at all.

So obviously your "solution" is likely unneccesary. Always try the simple things first.

Stop telling people to uninstall NS when they don't have to.

    EDIT:
This is a link to the official Steam FAQ, which includes none of what Patch says.

    <a href='http://steampowered.custhelp.com/cgi-bin/steampowered.cfg/php/enduser/std_adp.php?p_faqid=80&p_created=1092609531&p_sid=yhzd5HFh&p_lva=&p_sp=cF9zcmNoPTEmcF9zb3J0X2J5PSZwX2dyaWRzb3J0PSZwX3Jvd19jbnQ9MyZwX3Byb2RzPTAmcF9jYXRzPTAmcF9wdj0mcF9jdj0mcF9zZWFyY2hfdHlwZT1hbnN3ZXJzLnNlYXJjaF9ubCZwX3BhZ2U9MSZwX3NlYXJjaF90ZXh0PXVuYXZhaWxhYmxl&p_li=&p_topview=1' target='_blank'>Steam FAQ on this problem.</a>

If that link doesn't work, you can look it up at www.steampowered.com.

Once again, don't uninstall/reinstall everything if you don't have to.
Don't take this as some kind of vendetta, Patch. You're just not doing your homework, it seems. Possibly responding too quickly to posts, and I feel like I'm trying to do damage control or prevent damage control.

In this case in particular I don't see WHY you told him to uninstall and reinstall Steam, HL, NS... when the official Steam FAQ says it can be caused by temporary downtime.

You're telling people to dedicate literally hours (much worse if he has HL2 or CS:S) when it may be that Steam is down for 15 minutes, and merely waiting would have solved it.

I admit my advice is inaccurate, or is to some extent, but I certainly never told him to do something crazy, like uninstall Steam. Before I went any further than this, I looked it up in the Steam FAQ.

    Consider altering your approach.
