Em question is what have you to worry about? anything below a 50 ping is considered excellent.

My average on 56k at home is 250 count yourself lucky lol.

Sounds like your FPS is limited to your monitors Hz because vsync is on. To stop tearing i would suggest simply turning your monitors Hz (refresh rate) up to about 75 anything more only a trained eye can see. Found by right clicking on the desktop and going to the last tab then clicking advanced.

If you are a power user and want super high FPS and your monitor doesnt support those super high HZ you need with Vsync on you can just turn Vsync off in the GFX options under the advanced tab, i wouldnt recommend it though as you get tearing on the page.

Dont forget HL limits FPS to 72 by default so you will have to type fps_max 101 in the console.
