If all your other MODs for Half-Life work, but not NS, then I'd suggest reinstalling NS. Make sure you back up any custom data files, like custom sprites, config.cfg, and userconfig.cfg, as these will be overwritten.
Install NS, then try it. If it works, then put your custom contents back in.
Make sure you've scanned your system for viruses and spyware first though, they seem to be on the rise at the moment...
