Go in to controls, click on Advanced and check the box that says "Enable Delepor Console". Just going out on a limb here.

Or if for some reason you can't get to that, add -console to the command line.

damn not sure i can google it, and cssource aint installed on my computer but i will see if i can remember how to do it, hmmm you need to go in and play with the cfg file in notepad

mantrid is actually right, you need to go into your steam->steamapps->yousteamaccount->cssource-> THEN OPEN config.cfg with notepad, find the thing thats called console or something like that and rebind the key, should work.
