I think Virtual Dub could do it for you...Although they display okay on my comp, when I make DVDs from them they tend to be upside down...though that could just be...the DVD writing software.
Anyway, get VD and then go to Video->Compression and use one of the codecs from your computer to encode it into any of a variety of .avi types. It also lets you add filters...those can be cool - although if all you want is coversion then you don't need them...
