As for jumping, it is true that at higher framerates the time duration of a jump can be greatly increased. My monitor has been set to 100 Hz in 800x600 for like 4+ years. It doesn't seem to be screwing with it at all, shrug. And I can definitely tell the difference between 85 Hz and 100 Hz. When I have Reforce off for other games, and I boot up HL, it doesn't take very long to notice there's something wrong.
and civ's information about rate of fire holds for TFC too, at least. I bet it holds for all HL1 mods.

im sure most monitors can safely be set to 100 hz at 800 x 600, unless you have an lcd
some people are really sensitive to low refresh rates. im not. i have an lcd, i can have it running at 60hz and stare at it for hours no problem. it depends on the person. as for forcing refresh rates on a crt, sounds iffy to me. but it aint my monitor, go ahead.

I think refresh rates with an LCD are a bit different. With a CRT, the screen is blinknig on and off at that given rate.
With an LCD, there is a constant backlight and the pixels are then upated at that rate. They don't go black between refreshes. CRTs do (i think.)

Sometimes when I alt+tab back into the game after minimsing it, nVidia can mess up and lock my refresh rate at 60fps. I've modified it to run at 100fps normally; and the change from 100 to 60Hz is so eye-watering bad that I can't believe I spent over 2 years playing like that.
Also, whilst testing civ's fps-to-ROF relationship work; I couldn't get used to anything less than 90Hz- the screen was just too bad.

Yes and no - your monitor will only show a maximum of 65-75 FPS (higher or lower based on your monitor's refresh rate - monst monitors are 65-75hz)
