Like in CS? Those riot shields don't block melee attacks. Or AoE type attacks.

what the hell am i gonna do when i bust out this shield and mr hungry hungry onos comes out and snatches me up, or when i have one side sort of protected at the cost of my rifle. what happens when the skulk decides to run to your other side? dinner. thats what.
