NS not detecting steam

when i go to install NS it says i have not got steam installed but i do there fore when i install the game steam does not pick it up could some one please help

    You must have Half-Life 1 installed to play NS. Once it's installed you will have to load up the Hazard Course training level to force it to create the required folder structure. Then you should be able to install NS.

    already tried that it just aint detecting steam and i have the the most upto date one. half-life one plays fine my steam works but when i run the NS instal the first thing it comes up with is steam has not been detecetd on your system
