Two glitches for the price of one!

<div class="IPBDescription">Screen freezes when:</div>Recently, about 6 weeks ago, I started having serious problems commanding.
1. When dropping med and ammo packs my game can start freezing solid. For as much as 2 seconds at a time.
2. Bringing up the scoreboard to see if I need to beacon will almost always freeze everything for 2-3 seconds.
3. Using voice comm while dropping anything can on occasion cause a long freeze.
By freeze, I mean I can't see anything move, I can't scroll the screen, I can't drop more whatever I am dropping. In fact if I keep trying to spam meds or ammo, I'll get beeping out of my PC. As if the keyboard buffer was overflowing.
This is in both beta and 3.1 and started before installing the beta. I think there may have been a steam update shortly before it started.
This is after a year of commanding with no problems on this same hardware.
Problem 2, related?
When fading in beta, if I +movement and attack/meta I can freeze. A hard 1-2 second screen freeze where nothing, including my fade, moves. This doesn't happen very often because usually the first time it happens I die. However it seems to happen a good portion of the time I am blinking and metabing.
So far, I have reinstalled steam, updated video drivers twice (two new drivers in the time since this started.), removed the fancy ATI control panel software that came with the card, checked for updates on all the other drivers I could think of, downloaded clean installs of both versions of ns, checked all my configs for strange entires, backed up to configs I had stored offline, tried recording demos during play on a rumor and sacraficed a goat.
I'm looking for any help at all on fixing this, or getting the goats blood out of my carpet. Thanks.
Oh, and I'm really more concerend with the commanding issues. Being unable to med well is intolerable.
