I have actually used that same mouse before i got this one, and i had to jack up my sensitivity too ^_^. People just need to realize that trying to have a higher sensitivity is bad, you want to lowest you can possibly stand.
Some Info: cl_cmdrate "x". This sets the maximum amount of packets that get sent to the server per second. The default setting is 30. Those on ISDN or faster connections should try setting this higher. You may need to experiment with it this setting to find the optimal value for you (Try using lower values if you have a slow upload speed), as you may notice via the Netgraph your upload rate is generally more stable than your download rate.
cl_updaterate "x". This sets the maximum amount of packets that get sent from the server per second. The default setting is 20. Those on ISDN or faster connections should try this higher (35+). You may need to experiment with it this setting to find the optimal value for you.
Check out those sites on your rate settings.
There are a ton of informative articles out there on the appropriate way to set the connection.
The problem is as you have found out about sensitivity, is that it depends on each individual connection/PC/Server.
In all actuallity your rates should change based on the server you are playing on...because of the variations possible in each setting.
I am going to copy and paste some of this information into binds on my num pad to help with frequently repeated questions by newbies. If you mind, tell me please and I will make sure not to release it.

The thing is that you need to turn net_graph 3 on first, and then start messing with the settings. Once you get choke to 0 then you need to start testing out the connection when you get on different servers. The whole idea is to try to make your connection as solid as possible on any server so you don't have to screw with it.
Being a server admin, if you set your rates way to high, I could lag you out by lowering the defaults. that would not be fun...
So if you log into a server, and pings start fluctuating, it is time to adjust those settings.
