It's neat to hit in the eyes because sometimes they go blind. Another thing is, if you hit them in the groin, you get all sorts of funny comments in the "console" in the lower left.

In Fallout 2, you want either a Gauss Rifle (if you have small guns) or a Pulse Rifle (if you use energy weapons, a good idea). Both of those are excellent. Plus it's sastifying to blow 7 inch holes in your enemies with a rifle, or disintegrate them with a pulse blast. Power armor is also one of the most important things in the game. As much as you may want them, the miniguns are actually quite useless. Fastshot/gifted is the only character build I have found that can go through the whole game with no allys, killing everything, without using cheats. Your character does the work of 3 men alone, and with good power armor is all but unstoppable.
[edit] with all the critical chance perks eye shots rarely do a signifigant amount of extra damage anyways.
I think melee weapons are pretty important. Afaik Super Sledge Hammer is the most powerful melee weapon in the game. If you have and agility of ten (=10 ap) and some certain perks, you can hit 5 times per turn! And if your enemy has a wall behind his back, so that he doesn't fly backwards when you hit him, you got one enemy less <!--emo&:p--><img src='http://www.unknownworlds.com/forums/html//emoticons/tounge.gif' border='0' style='vertical-align:middle' alt='tounge.gif' /><!--endemo--> . Also if you have melee skill, you can kill small enemies (rats, mantis, mole rats etc) in random encounters without having to spend ammo.
Agility allowes you to shoot/hit/move more in one turn and that's why I usually have it at 10
Perception is important with all firearms. Even if you have a low weapon skill, you can still hit your enemy with a fairly good percent. And also your aimed shots get more accurate (hitting in the eyes with 95% is always nice <!--emo&:D--><img src='http://www.unknownworlds.com/forums/html//emoticons/biggrin.gif' border='0' style='vertical-align:middle' alt='biggrin.gif' /><!--endemo--> )
Ive installed it and started my character up, ive got this man named Ian in my party but the problem is he's out of ammo and i don't know how to give him more ammo or any armour aswell.

greater than Half-Life's gauss canon. Greater then Fallout's turbo plasma. Even greater than the Flak Cannon from UT.
It does enough damage to kill or maim any target fired 15 times over in a small cone. The only downside being that it only holds 2 burst.
