CAL admins don't have a choice in the matter. VAC disables CD. Once the first patch for VAC was made, the CD team I believed stopped making sure that CD worked correctly with VAC supported games, since there was no point to it, people would be content with a second-rate hack detector that updates easily for free and works with every client and is supported by a multi-million dollar company, over a 3rd party software that requires it's user to install the program on their computer and run it in order to effective.
There are many advantages to using CD over VAC from a pub-play standpoint, since newbs won't have a freaking clue as to what CD is or what it does.
Now from a competitive one, everyone knows (or should know) what CD is and what it does, but since the CD team stops updating CD for VAC games (like CS and DoD) (since they know it will never be used in public) they keep it only for mods that do not have official support.
Which is why CAL-NS requires you to use CD as VAC isn't avalible, and CAL-DoD and CAL-CS just use VAC.
CD is drowned out by the fact VAC hits all public servers and CD knows that it can't compete with something like that and doesn't even bother trying.
However, since VAC isn't going to NS for quite some time, when VAC finally (if ever) goes to NS, we will see what the CAL-NS admins choose because CD according to this poll will officially be 'infused' with NS meaning it may work really good for NS as well as be largely supported by the community, meaning CD will have a chance against VAC in the NS scene.
