Moving this to tech support so you can give feedback and so others can respond.
To check this out, go to Start-> All Programs (Programs under Win98/ME) -> Accessories -> Entertainment -> Volume Control.
This will bring up the Windows volume control, which has absolute control over the sounds produced, and received into the PC. By default, Windows is set up to show the Playback volume of the microphone, but normally has a check in the Mute box. Make sure there isn't a check in the box, then go to Options -> Properties, then change the radiobutton to Recording, instead of Playback. Make sure that Microphone has a check in the box named "Selected", and that the volume isn't right down. Set it to about 75%.
The above steps will master-enable your microphone, and cause any sound captured by it to be fed back through your speakers/ headphones. Just don't get your microphone too close to your output devices, as you will get noise feedback if you do.
Do that, then try tweaking the options under NS
