How about a relativly long cooled down blink with a flash grenade effect to blind the marines if they look at you or the location you are blinking (maybe it can be a charged blink by holding down the blink key and releasing it for a power blink) this way you can go in and pick someone out without getting too much damage if you do it right, if you do it wrong or the marines react fast enough you'll get hurt, that feels better than the "nightcrawler pull / teleports" that people talked about a while ago.
Light flickering is imho just useless, maybe after a charged blink the lights in the room will also shut down for a while (if the rooms get dark enough in the game and gamma doesn't change anything, you could replace the flash grenade effect with just the "lights out" effect, cause this will pretty much do the same, except that its global)

Fade disappears, everyone does 180s and predictably shoots them in the face. Less predictability = good.

another 1 for shadowstep fade. lets also give fades hunger for blood. Killing spree, and improved ambush for a 50% crit chance. But really shadowstep fade sounds snazzy.

There was a topic discussing fade blink a while ago. I made a few borderline tl:dr suggestions but my favorite by far was a mix of the two blink that have exited.
The fade would disappear and reappear somewhere else in the room like old blink, but like new blink there would be some travel time where the fade would experience a quick straight line motion (while being invisible) AND have control of when to exist blink mode.
It would be something like NightCrawler jumping around in a room but not instant only ALMOST instant where the Fade is doing something like Frodo when he puts on the ring in the movies.
I hope that explanation made sense.

You can already see the fade in the concept art. Look at the female marine model. That, my friends, is the fade. Alt fire changes into a bikini to distract marines even more.

Flickering lights would add atmosphere. It could really help define the fade as the weird, creepy, possibly trans-dimensional creature it's supposed to be. Silly hats do not add atmosphere and are unlocked at random, rather than as a direct outcome of a player's actions. Not the same thing.
With that said, I'd like to see it in action before I gave my full approval (not that it actually means anything), but it sounds like a damn good effect on paper.

Thinking NS1, the fade is already the hardest lifeform to kill when a player cleverly uses blink, adding the light effect will just help by if the blinking speed is dropped down or something, I think the effect can be added in the balance.

It could be argued that this is balanced by the flickering giving away the fade's position. Regardless, there's no real way to tell exactly what effect it would have on the game or if it would even look cool until we actually see it in action.
I never liked the fade at the end of the arms only have a large claw.
I think it would be more complete and more anatomically correct to have some very small and stunted hands with long fingers (like bats arms/hands); and in the lower arm, at the birth of the wrist, a basculed claw that retracts when attacking and folds when not in use.

It's a game, lots of things don't need purpose to be there. Blinking lights add to the atmosphere, that's all the reason there needs to be.
