PS: I also don't see an NS2 game icon in Steam, this is causing me constant duress :P
Edit: Nevermind, I was using the Launch Pad from the old NS2 folder.

That sounds like an error, rest it will be fixed in the next release (before 30 days are up!).
One would be particle growth, where the longer it lasts, the bigger it grows, and the second one would be particle lift, just in case you wanted it to lift near the end of the particle's life. (And maybe a physics tick box for if you wanted it to drop onto the ground etc. Could be used for sparks and water droplets.)
EDIT: Oh and particle birth spread, for if you wanted particles to start separated instead of starting from a single point.
Turning off snap doesn't work with rotation.
Looking for sensitivity controls, mouse and keyboard.

Beyond just using "Particle Size" (which sets the size range for each new particle), you can control size over time by using the "Particle Size Scale." It's a value multiplied by the initial size of a particle, which you can modify in the curve editor for grow/shrink functionality.
For "lift", you'd want to use "Particle Force." For example setting the Y component to a negative value will make the particles "drop." Again, you can edit this field in the curve editor to apply the force you'd like at a desired time during the effect's life.
Generally speaking, many of the properties are editable over time using the curve editor. Just hit the + next to the Emitter in the list towards the bottom right, then hit the checkbox for individual properties you'd like to edit in the curve window. Clicking on the line that appears will add new points to the curve, which you can drag around.

I'm getting this message too. I already had decoda downloaded so I'm wondering if the registration period from that carried over to the steam update version.
Now all I need to know is what the best program for modelling props for NS2 is??

Those would probably be included in general functions like 'scale parameter over time' for growth and 'apply force in direction' for gravity.
Check to see if there are any of those functions around.
