It's bizzare that your PC can't pull some decent FPS out of the game.
My desktop which is a 2600k / 6970 / 16 gig ram / ssd manages to pull at least 40-60fps on a full server. Though I have seen it hit mid 30's under full server loads with lots going on at once.
My laptop (i5, 450M / 4G ram / Radeon 5650 / 5400rpm hd) manages to pull around 30fps, dropping to 15-20 during heavy server loads mid-fight. Effectively it almost sounds like your PC is performing at the same level as my $900 laptop I bought half a year ago.
I don't mean to be trolling but it sounds like there's something quite wrong with your PC (drivers/os), either that or you're playing on a server with a ping thats over 200ms.

Fact of the matter is, to put it simply
BF3/COD(or any other title by EA/Activision/etc) = Glorified Demo, not BETA. NS2 = Closed Beta, still need's work.
Alot of people seem to have forgotten what a beta is, but, I don't blame them, seeing as how its been twisted and manipulated to s**t by publishers to make money with the excuse "oh its a beta it will be fixed in the final release", yet its still a glorified demo because they want to convince people the crap they are actually playing is going to get better when its time to release, and 98% of the time the game on release sucks *cough* BFBC2 *cough*.
The problems you have are common for all of us, don't forget that Max is the only one man (and now Andrew works with Max now, I'm assuming not 100% sure), and cant make a fully running and working engine in a few day's it takes a long, long time and seeing as how the Spark Engine is new its bound to have tons of issue's but in the long run once the Spark engine is where it needs to be, it will (hopefully) pay off for UWE in the long run.
If your having issues with performance Id wait for a couple of build's and try again.<!--QuoteEnd--></div><!--QuoteEEnd-->
I'd call it an "open beta". It's just not a "public beta". It's open to all that buy it.
Just a reminder to people with large displays, since code is far from optimized I've found that higher resolutions can really kill performance. Don't be afraid to 'downsize' your display resolution if it will net you improved performance during the beta.

I am running a Nvidia 8800 GT on a 4-year old computer and the game runs pretty good for me.
I am running on Medium settings though.

4gig ram and a HD5870 video card.
I run at 2560x1600 in windowed mode on high.
I don't have any problems with client side performance.
I get decent FPS, not amazing, but easily playable.
