No main menu after startup

Hi guys,
When I run the game, the background appears and I can see the mouse cursor and hear the music/sounds, but that's it; I can't see any menu buttons. If I move the mouse cursor up and down the left side of the screen (where I expect menu buttons to be) then I can hear sounds which I assume are mouse-over sounds of the menu buttons, but I can't see them. If I click some of them then it is apparent that other menus appear on the screen as there are more mouse-over sounds in different places, but nothing else appears, it's still just the background. If I press the console button then the console appears, and goes if I press it again.
I've tried updating my drivers, disabling my dual screen setup, deleting the whole game and re-downloading it. I've also tried installing the DirectX that's in the redist folder (as per the known issues thread in this forum) and deleting the folder that is mentioned. I've tried googling this, and there doesn't seem to be any mention of it. I have an Nvidia GeForce GTX 460 on Windows 7 64-bit. Let me know if there's anything else you need.

C:\Program Files (x86)\Steam\steamapps\common\natural selection 2\ns2\shaders

I don't understand why it has worked though, as I did at one point delete everything and re-download it, so I don't understand why deleting a part of the game and re-download it would work. But thanks!
