Suggestion: Force comms to be sorted out before game starts

Very often, here's how the game goes.
Game begins.
0:20 into the game. "Oh hey, we have no comm"
0:30 "Anyone going to be comm? I'm not any good at it"
0:35 "Yeah I dunno I could try I guess but you guys probably don't want me, I've never done it"
0:40 "Well someone needs to do it"
1:00 "Okay look guys we really need a comm"
1:10 "Fine I'll do it, but I gotta run back to base, hold on"
1:45 team finally gets a commander.
But... since the other team had a commander right away, the team without the commander is now 2 minutes behind. This is usually a very important advantage and often results in a win.
So my suggestion is this. The game already has a restart phase - that is, when people start joining a team, it usually gives them like 30 seconds to join and then the round actually begins for real. Well, how about you delay that reset that starts the game for real until after each team has a comm?
That would actually fix 2 issues - very often people load into the game considerably slower than others, and people often can't manage to sort themselves into a team for 2+ minutes after the round starts, so giving more time before the first person joins the game and the actual game start would help all those issues.
So we'd start the game with both comm slots filled up, and most of the teams filled out, guaranteeing an even start. I see this issue pop up a whole lot unfortunately.

The countdown timer should start when I comm has jumped in the chair imo.
This happens in almost every game.
The solution is really simple. The game should not start until both teams have comms in the chair, and both comms push a "ready" button.
What makes this worse is loading times and people who late-join. After a map change a few people will be in the RR very early with fast loading times. I am one of those people since I have a SSD. Maybe two people will join each team before most of the players are even in the RR. The game starts because both teams have players. Nobody wants to command and that first game is ruined as players trickle in very slowly.
You have to wait until everybody has loaded, and joined before the game starts.
When the game starts, Then it is just a warmup until each team has a Commander,
When both teams have Commanders then you will see a countdown timer that will show show up on your screen 3-2-1-Fight ^^
And then all players are teleported back to base and the game begins..
The ability to teleport players is already in the game / Phase Gate,
So I think that it would be really easy for the programmers to code a massive teleport all players back to base script.
It would not be any unfair advantages if this was the case because both teams would start at the exact same time :)
