Why can't we rebind "NextWeapon" and "PreviousWeapon"

I hate it being on the mouse wheel, too scared to use it in combat for fear of over scrolling and getting my axe or something, can't we be allowed to rebind it to single pressed of say CapsLock? That way if I'm on my pistol I can double tap it to get back to rifle, single tap from rifle to pistol, etc.
If you say "just press 1" or "just press 2", no, no I don't want to, it's awkward in combat and I hate it, go away.

Can confirm this happens a lot to me. Way more than it should. Or I just can't manage to get back to my main weapon. Granted, I'm not really sure rebinding would help my case... but it would be a nice feature.
Instead of 1,2,3, bind them to Q,E,F.
Change your Use Key(How often do you use, the use key in combat?), and put the flashlight somewhere else.
Edit:
I should note that I've rebound the medpack/Heal me, Ammo/Enzyme, Evolve, Map, and talk keys to my mouse, and that my hands are big enough that I have no issues hitting the number keys in combat.
EDIT: I'd like to point out that while rebinding the weapons is good and all, that doesn't answer why we're banned from changing the next/prev weapon binds
Well, I've got a Razer naga so I have an extra 14 buttons on my mouse(Excluding RMB, LMB, and MMB) so that's why I've got so much stuff bound on my mouse.
I also neglected to mention I have the evolve menu on my mouse.
At one point I considered putting the weapon binds, and jump on the mouse but that left my offhand with less to do than my aiming hand.
My only suggestion would be to rebind as much as you can, because like most games, the default binds in NS2 leave a lot to be desired.
That is, they are the same default binds as every other PC FPS game.
I wish you could rebind commander mode.
1 = Ask for orders
2 = Taunt
3 = Flash Light
Q = Weapon 1
E = Weapon 2
F = Weapon 3
R = Use
G = Drop Weapon
C = Crouch (always has been)
Mouse4 = Reload (always has been)
Mouse5 = Ask for health
It's actually much more comfortable to use.
Pretty much, I had been thinking about it though.
I can't tell you how many times I have died to a skulk because I accidentally brought out my axe instead of my pistol...
