Like Obraxis said, this does not have to do with NS2 directly - in that it is an error message stating lack of connecting to steam servers for authentication.
Not too much we can do from here but make recommendations in diagnosing something that could be complicated with your network setup. (details of which, you could still provide [Do so in depth if you do, model numbers and isp providers, and router software] if you feel so inclined)
Have you gone through that whole list Obraxis provided?
Have you ensured Steam is actually online? (it's happened before.)
Have you tried restarting or re logging into steam?
Have you tried connecting to a different steam download server? Steam > Settings > Downloads > Region

Could you please read this?
Beside that:
Do you use any kind of firewall or security suite?
Did you allready add NS2 to the firewall exceptions ( Tut ) ?
That means it can only be 1 of a few problems, on your end.
1) Your Router Firewall is blocking the needed Ports for Steam auth of NS2
2) Your ISP is blocking them
3) Your internal firewall is blocking then
4) Your Local Steam Auth server is down.
5) Your Network Drivers may need updating
6) You have Spyware on your machine which is blocking internet access.
Try going through each of these and see which it is. It wont be NS2.
