I don't think they have to go on a foundation. My base is under ground and I put a single solar panel on the ground above it and everything works fine.
Its pretty hit or miss. I placed one on my foundation, another on the ground within a foot or two of the foundation and for fun, I installed two on my cyclops.
It DOES in fact give you a little bit of energy, but sinks your ship like a large expensive rock and it stopped at 91% so dunno if there are other contributing factors.

With this new power management in experimental build it would be easiest to recharge batteries simply by stopping near a power generator (solar panel or whatever). At least until other possibilities are included.

Fun Fact: No amount of floaters will make a Cyclops with a solar panel on it float, but do a admirable job of turning it into a lethal weapon if your standing on top of the cyclops and uninstall the panel.

Put it near your Base (on the foundation), that's it. 4 or 5 of them, and your System works fine.

Accurate snap-to-grid placement for all user-built objects would be rather helpful, too.
