I don't think you can find them, you have to do SPAWN MESMER, also the way the flying works is weird, they had stopped the pointing the Mesmer above your head to fly on my first attempt but you point the Mesmer any direction then climb onto some land and point the Mesmer below you and then you fly up really fast, then to get down let go of the Mesmer or point it above you, thing is you fall down REEEEEEEEEAAAALLY SLOW.
No they're definitely in the regular and experimental branch. I know they like deep kelp forests (usually in the caves you can find hidden in the shrubbery ) and then there's 1 cave on the border of the shallows / red grass biome that leads to the mushroom biome that has bleeders and mesmers hanging around it
In the safe shallows, there is a drop off ledge facing away from the aurora. Under that ledge is a large vertice cave mouth big enough to take your seamoth into. That cave mouth goes in several meters then straight down to the jelly shroom caves. three biomes converge at this cave. safe shallows, red kelp, and creep vines. Well inside this cave mouth lives one mesmer. You can always find it here.
it reminds you a bit of the broadclub cuttlefish, doesn't it? the hypnosis, the hidden feeding tentacles, even the eyes are reminiscent of cephelopods... art mimicking life, perhaps?

I have seen a few mesmers, they are rare and in odd locations like the huge mushroom tree
Huh, you know what would be nifty? If scanning a Mesmer would let you make an upgrade to the Seamoth, so when activated whatever predator was trying to attack you just stops and stares.

mesmer draws you towards it so picking it up with a propulsion cannon and aiming skyward, NOT a good plan.
