This bug is really annoying. I can not use any rotate key to position the moonpool how I want it it is stuck as a static direction unless I build it on the ground
I have this same problem, and its very irritating, because the Moonpool has a definite orientation for the Seamoth when you dock. I hate having to back the Seamoth out from under the Moonpool every time, or having to excavate a channel so that I can turn and exit. Since the Moonpool has pretty demanding criteria to place on the sea floor, it makes it hard to line it up with the rest of your base when you cannot rotate it to place it.
Looking at the screenshots you just posted, it doesn't appear to be locking in because the two moon pools will end up colliding with each other. Put in another tube section to make it longer and try again and see if you're still having the problem.

It is impossible to see in pictures except maybe a gif but when you move your mouse around it should lock red if there isn't space however it only locked in the direction I did not want it oriented.
I hope we can rotate the moonpool some day with the Q/E keys.

Just FYI, it is currently IMPOSSIBLE to rotate the moonpool, but there is a way to control its orientation, you just have to plan ahead well. The orientation will be based on the orientation of the FOUNDATION to the base to which the pool is attached. The side with the colored trapezoid will be the side the Seamoth faces when deploying, I believe.
To be fair that's not the only problem with building right now. I often have problems with mp rooms that won't snap in positions that they should and the range of the habitat builder seems to behave strangely imho.
