Okay, the icon should be high-res now. We opted to use a higher resolution of the existing icon, rather than switch it out with the blue hive icon, because this is more clearly "NS2".
I had that problem too when first testing it. Go to "AppData/Local", find the file called "IconCache.db", and delete it. This forces Windows to rebuild the cache. Then restart explorer.exe.

@SantaClaws Find the directory "Steam/steam/games/" and find the ns2 icon in there (the file names are gibberish, you'll have to find it by looking at the thumbnails). On my machine it is "a0e0d97509fbe2b1155753a75c1f82a3492de774.ico", but no idea if that will be the same for you or not.
Try manually setting your icon to that, and let me know if that works or not. If it does... that indicates a steam issue... and there's really not much we can do about that.
Is anybody else able to see the high resolution icon? Anybody else having the blank icon issue? (and the thumbnail cache fix didn't work?)
EDIT: Oops! @SantaClaws Forgot to mention: after you delete "AppData/Local/IconCache.db", you have to restart explorer.exe. (open task manager, find explorer.exe, kill it, then start new explorer.exe process)
@BeigeAlert You won't believe it. But I just solved it...
I renamed the icon to "a0e0d97509fbe2b1155753a75c1f82a3492de774.ico" and it worked (giving me low res version). So then I deleted it, verified integrity, and got the high res that way... The name of my icon file originally started with "900....ico".

AH, that's what it is then.
Yes, it is uploaded via steamworks. I'm looking into it now.

Oh and plz remember guys, to actually see any updates to the icon, I'm pretty sure you have to recreate your shortcut.
I can change the icon manually like you directed in the steam folder - BUT IT'S THE LOW RES VERSION!!!!!!!!! (((((
