During their V1.0 PC release live stream on Twitch they basically said the exact same thing as the title of your thread here

Got to be an expansion, there isn't that much use for a hovercraft in game right now. Which means more stuff on top of the water. Maybe for the arctic biome? Though I tend to associate hovercraft with swamps personally. Hmm...
nah there's a lot of potential $$ in console, game would play well on consoles too, it just needs aim assist.
Feels like the Devs juggled console and pc too much in EA. Full release is not as polished as I would like it to be.
It has a lot of quality of life issues with it's interface, some are REALLY annoying. However, I do believe their performance work for the Xbone has trickled into PC as well...
We're working specifically on performance that affects both Xbox users and lower-end PC/Mac users.
