Like you need to upgrade armor that can protect joints and your legs and arms from getting ripped off, and for aliens there could be a regeneration system that takes like 10 seconds to regenerate. Arms and legs ripping off is REALLY too violent for NS.
Makes the models more complicated, requires you to balance it so it doesn't make ppl made from it happening too often, and only makes sense if you have hit boxes, which the marines don't.
Can imagine a 12 yr old kid infrount of his pc going...mum check this out...its cool....(kid blowing off an leg and arms).
Next thing u know....NS team is getting e-mails from angry perants about how there kids are at school pretending to shoot the teachers legs and arms off....

1) too violent for NS, and
2) too difficult to implement, as each scenario requires a different model. You've got 5 limbs to lose (including your head) - each can either be on or off, obviously - two states per limb.
That's 2x2x2x2x2 = 2^5 = 32 different combinations of limb loss PER player... 1 marine + 5 aliens = 6 x 32 possible combinations = 192 models to make, skin, and animate! Not to mention the separate extremities - at 5 per model, that's another 30 pieces.
So, no. (:

If you want loss of limbs, go play some SOF and get your bloodlust settled.

the way its done in dc, each limb is a seperate SUBMODEL (not an acutal seperate mdl file) except for the head, which is seperate (due to facial customization features, not the detatchment from the neck :P)
really not that complex, but just one more step of complexity for both the coders and the modellers. Also takes up more system resources.
but as its already been said, NS is going for a PG-13 feel, so limb detatchment is a big nono.
Useless. Pointless. Gives NS a bad rep. Easy as pie.

Honestly... how violent was Half-Life? Not near as violent as it could have been. Not once did Gordon (friggin!<!--emo&;)--><img src="http://www.natural-selection.org/iB_html/non-cgi/emoticons/wink.gif" border="0" valign="absmiddle" alt=';)'><!--endemo--> Freeman ever blow off a zombie's leg. The NS team has always expressed their desire to keep this game at an acceptable level for children everywhere to play. Just because YOU are ok with violence and mature themes, doesn't mean that everyone that plays half-life everywhere shares in your belief. If I had a young child, I would let them play Half-Life for countless more hours than I would let them play something along the lines of Soldier of Fortune. Just my .02
Things do not require gore to scare the pants of you. In fact most of the scariest moments in alot of games have no gore at all.
HL had it's gory momments:
1. Dead scientists lying around.
2. Scientists with headcrabs chewing their heads off
3. Scientists with headcrabs where their head should be (zombies)
4. Bloodstained walls
5. Scientists & security gaurds being pulled screaming into vents and being gibbed
6. Various aliens feeding on dead scientists
Flayra won't let us do any of this stuff because he thinks its too gory for his target audience. He even took out performance enhancing drugs out because they project the wrong image.
A number of senior forum members and playtesters have said dismemberment wont't be in NS, so stop flogging the dead horse.

It's a smart decision to keep these scary or disgusting things out of NS. So we all can play it even when it's dark outside. <!--emo&:)--><img src="http://www.natural-selection.org/iB_html/non-cgi/emoticons/smile.gif" border="0" valign="absmiddle" alt=':)'><!--endemo-->
But removing stim packs for political reasons... doesn't that go a bit too far?
