I personally prefer it only being able to be activated. It just doesn't have the same cool factor in my head as having one that constantly pings. However I love the idea of an upgrade of some kind that maybe displayed fish pings as in Seamoth Sonar toggle? Comment by Captagear October 2016

The Devs have already been considering this from memory and they were weighing up the cons and pros. We don't know their current stance though.
