Having the exact same issue. Last three versions of experimental have had this issue and I have no idea what could be causing it.

Looks like they reverted it in the latest update, unfortunately. Long distance textures were glitching out badly for me underwater, but the sky looked amazing. Here's hoping they get the kinks worked out soon, because it really does look good.

Starting a new game did the trick... sort of. Lots of terrain glitches but at least I'm seeing blood kelp now. That's experimental for you.

As far as I can tell the sparse reef borders the dunes. I've been wandering back and forth between them for like ten minutes and I can't find any blood kelp.

The recipe has been removed from the experimental branch for now. Just give yourself one with the dev console. The command is ITEM SEAGLIDE, or better yet, ITEM POWERGLIDE. That'll get you the Powerglide which lets you go faster.
