Echo eggs doesn't seem worth the res in pubs at least. 2 res to have a single player spawn closer is a bit too expensive for my taste. I found this a better tactic when a shift could still spawn eggs as it was a lot cheaper.

There's no reason the voting has to stay in your screen. The only downside would be a single audio cue and is that really so bad?

Some of your suggestions are nice but really I'd keep it simple, the more hidden layers you add the more confusing it gets. If you're worried that 1 minute might make the vote last too long then simply make the vote end when everyone has voted.
The thing with a piece of paper is that anyone that gets their hands on it would instantly know all your passwords. If you keep it in your wallet and someone jacks it you're in for a world of pain. If you solely keep it at home and have some sort of…Point 1 and 2 seem like they wouldn't happen very often. Verbal abuse already happens at times and whether they are green or not usually doesn't matter much. If a team sucks it sucks, plenty whites included in there.
Point 3 seems logica…Simply put more awareness towards a vote + longer duration before the vote ends and you shouldn't have any issues spotting it.

How does one run the show with a public vote? You could simply disagree and vote no.
As long as there's ample time to vote and the vote has enough attention drawn to it then nobody could be rigging anything.
