I checked all of my router settings and there's nothing related to flooding in it. We even have "intrusion protection" disabled.

I tried running ping on a server that I usually can't join. I tried to join in and I timed out. When I checked to find anything weird or out of the ordinary I didn't see anything. Even when I was timing out everything was consistent across the board…

When I tried with the port included I got "could not find host". I tried the same thing with a server I could join, and got the same result. If I included :27015 it would not connect.

I saw something in the console I hadn't seen before when trying to enter a new server. It was one of those servers I managed to get in but couldn't spawn or else I got the red plug.
It said:
