My theory why the server is locked to 30 tick right now is because of the inherent LUA cpu performance cost, as UWE haven't yet released the LUAJIT implem… -

There's no real way to post it as a mod, it's a modified Server.exe, I don't think the workshop would allow you to distribute executables.
I manually hex edited the build 244 server to unlock the tickrate by changing one of the jump conditions, you can see here the result here:
