However, I sincerely doubt any devs have said that. Whenever this topic is brought up the devs usually say that they don't want to cater to either gameplay style and want to balance between pub and competitive gameplay so it's fun for both groups.

In this very forum section, though I don't remember what the topic was, Max stated that NS is meant for both audiences, and that they've always worked to make it more so.
