Artifacts usually are the result of a damaged card or overclocking incorrectly (too far). Now that you said you're using Powerstrip, are you overclocking per chance?
It doesn't really look like an artifact to me. Artifacts (on the graphics-card) tend to be very erratic, think random pixel-noise, extreme polygon-distortion, texture-corruption et cetera. While it is drawing bloom at the wrong places and at the wrong intensity, it does seem to do it accurately and without graphical-corruption nonetheless.
Try running FurMark (extreme stress-test, will heat your card up a lot) for a good while (say 2-3 hours), if it doesn't turn up anything out of the ordinary, I'm inclined to say it is indeed a bug in NS2.

I only use powerstrip to increase the gamma in game due to extreme dark situations. I am using the Catalyst Control Center to overclock but I've been running the same speeds for over a year.

It would be interesting to see your log file. That's definitely an interesting artifact I haven't seen before. I imagine it's caused by the creation of some sort of off-screen buffer failing.
It will have to wait. I am just finishing up building my new computer, and don't even have Steam installed yet. Not sure if I'll even still have the same issue although I did have to reuse my video card for the time being.
Well the problem is gone after finishing my new computer and performance has increased 10x fold! I'm using the newest drivers again and no more white fire. :)

You went to an awful lot of trouble testing your hardware (ie. Furmark) if you were simply going to replace the hardware a week later.
So the problem hasn't actually been sorted. So it might be useful to post the logs for Max/other coder at UWE to see if it could help them figure this out and stop it for other or future users.
I know what you're going through H0w. I just finished building my current rig last year, so I know people don't just up and decide to make these things on a whim.
That being said, we generally try and avoid calling people idiots on these forums, no matter how hard we might think it internally, since it tends to create antagonistic relationships in what is already a relatively small community. If you absolutely must proclaim your incredulity, I recommend saying something negative about people's conclusions, rather than disparaging them personally.

That was not meant as a hostile comment at all. I was simply pointing out that I too thought the images in the OP and then later the enlarged version looked like something from photo hop.

I think now that MiniH0wie has replaced his computer and isn't seeing the bug any longer, this thread has run its course and shouldn't be left open to go down the rather angry course it's headed on.
MiniH0wie, should you see this again, or if anyone else sees it, the best thing you can do is probably to send your log.txt to <a href="http://mailto:max@unknownworlds.com" target="_blank">max@unknownworlds.com</a> with a brief reminder for Max of what the problem is (I'm not saying do this for all bug reports, just this one).
Konata, you aren't a forum moderator and it isn't your place to discipline other members or order them to apologise. In future, please just report any behaviour you think is wrong, and move on.

Uninstalled current drivers and reinstalled previous versions and so far no more problems.

I still think defending them is weak. But on topic.. maybe this will be replicated again to fix issues quicker.
