I turned off my antivirus (using avast) and my firewall, and nothing.

I really want to punch the people who made this game. I mean, this isn't even a console port. I expect these issues from a console port, not a pc only game.

The devs really need to go to/back to school.

Could you create another tech_support.zip ? Something can't be right with the old one as the bug still consists. Maybe try to move ns2 to another drive.

Here's the new tech support zip. I will try the hard-drive thing a bit later.

Direct3D 11 initialized [feature level 11.0] (NVIDIA GeForce GTX 760)
Error: Couldn't load 'renderer/Drawer.shader' (file not found)

That latest techsupport shows you still running DX11 .. didn't you manually change it to DX9 like i previously posted?

Also, add this to your ns2 launch properties through steam by going to Steam > right click ns2 > properties > set launch options button > Type -vebose
Then press enter and start NS2 again, and then once more run that techsupport.exe
This may provide more info, possibly

Here's the updated tech support after the vebose and returning it back to dx9.

This worked. Seriously. It's "optimizing" right now. So...I guess just play it from my other hard-drive?

Had to be corruption or a permission issue..

What he said. Also, and I do mean this in complete sincerity, you should NEVER have ANY corruption or permission issues if you run it as administrator on a non domain machine.
Also in almost any case you should NOT EVER have problems opening / launching the files if you can read them. (technically this can happen, but its not even remotely a default and if you are unaware of the option it could not have been set on accident)

I strongly suggest to run some AV scans & to reset permissions on that drive. (Note if you do that wrong, a reinstall may be in order. I take 0 responsibility)

I don't think it's a virus...I mean, I don't go to any porn sites or any suspicious sites...I will run a full system scan...other games works flawlessly, however.

regardless of cause, you should NEVER have permission issues on your home computer as how you just described. There must be a cause for that and ns2/steam should not be the reason. (It can be a reason, but it should not)
