maybe what they could do is darken the beam, making it that all it is is a red dot where you are pointing (like the normal crosshair, but a bit different, still see able).
i haven't played with laser sight, but i think that laser sight is plus, though it should be toggled, it is beneficial for players like me who have an accuracy of 0.00000000000000000000001%. (ok, im not that bad, but i cant aim very well).
I played in a server with the lasers on and I found it real cool. I was playing as a Skulk and it was awesome to see 3-4 pointers all center in on the room's entrance. I didn't see any performance loss, and there is a command to turn them off. Unfortunately, I can't remember what server I was in. :\ Oh well.

Forces to do teamwork - its just a disadvantage for lone runners and prevents marine camping.
a big + in athmosphere.
