You know what? I don't chuckle. Never took the time to bind the thing.
But if you like chuckling over the body of a kill, chuckle away. They WILL hear you; I know because many a skulk has chuckled over my lifeless marine avatar.
If it pisses somebody off, that's their problem not yours.
Chuckling provides no benefit at all if playing against semi-competant marines. you'll only give away your position UNLESS .... seen this only performed correctly a few times. If needing to clear an area , such as a res point guarded by a marine or two. skulk sits near them and chuckles and spams voice as much as possible, all the while the rest of the attacking force can approach silently under the cover of the spamming noise.
oh and , could try getting a gorge silently through an area.
tip for your skulking, dont get regen. if you cant bhop dont approach marines head on. try to avoid waiting for marines above a door, hide down at the side. all marines look above the doors for waiting skulks.
overall, chuckling = the pointless thing used by noobs against noobs. proper skulking is ambush and suprise, chuckling kinda stops the whole suprise element.
I suggest abandoning such a strict definition for skulk tactics i.e. abandoning what you think skulk tactics should be and rather working with things as they are.
For instance about those chuckling tactics you mentioned, variations can be used to good effect. I should think the depth of the game should be increased to make sure such tactics are viable rather than forcing strict ambushing/whatnot, although ambushing has not seen much action in 1.0x regardless
