Btw I have absolutly no idea of Arnold's policies apart from that he's a Republican, so I won't comment on whether his appointment will be good or bad.

Now you see, here's where I get worried. This could mean:
a) He's a liberal by US standards. Which means he's against abortion, doesn't know what the word "environment" means, loves the Church to death and is dead against renewable energy.
b) He's a liberal Republican. Which means basically the same as I said above, only worse.
c) He's actually left wing. Seeing as America's entire collection of left wing individuals seems to be Michael Moore, I am very much in doubt that Arnie is actually a liberal.

Ahnold is pretty moderate, I suppose...leans slightly towards the right-wing in terms of American politics on a few issues, but all in all pretty moderate. I suppose that would be the equivalent of the Liberals/Nationals in Australia... but slightly more to the right.
Conceding is like a formal surrender and acknowledgement of defeat. In politics, the guy doesn't necessarily win unless the other guy concedes. It's just to get things over with.
For example, it took Al Gore a while to concede to Bush, so it didn't allow Bush to declare himself the president.
I think he'll do great, only because I want him too.
More importantly though, think about what Arnold represents: Someone who doesn't need the job, no political experience, and totally outside the california 'beltway'. He said he was going to be a governor the way it was supposed to be done, and ignore special interests.
Arnold was preaching honest, hard working government. And the people reacted to it.
