Well I installed the mod. put the Cg.dll and cgGL.dll into the windows system32 folder, the rest into a folder under Half-Life I called "hlglow" I clicked on the Tron lighting effects mod in Steam third party games. Picked a map and...This stupid error pops up. It still loads the map but everything is pitch black.
Supernorn: The error is because this effect requires a graphics card that supports fragment programs (also known as pixel shaders). The Radeon 9000 and 9200 series don't support this (although they do expose limited shader functionality through an ATi-specific extension).

On outside, desert maps (like de_dust) this mod can be a hindrance because it makes all the sunny textures MAD bright. That's a problem with the map itself, though, not the mod, because they need to make the lights extra bright outside so you can see.
edit: I just went and did a performance test. I stood in the hallway in Origin connecting the holograms and the double node, and I read my FPS for 10 levels of blur.
As you can see, my FPS were not too hot to start out with. The default level of blur is blur_steps 4. Putting blur_steps to over 5 makes the game excessively glowy and shouldn't be considered. (All the shots in this thread were taken at blur_steps 5) So we're really talking about a 20 fps drop here.
Keep in mind that enabling blur is entirely optional (in game, I had keys bound to change the amount, one of the keys was to turn blur off). Also, I know alot of you guys have rigs that show a constant 100 fps. That's because your machine is capable of displaying over 100 fps, but HL limits it. Even with a 20 fps drop, your machine will likely still display at 100.

Unfortunately, while it looks beautiful, this glow effect can cause some... weirdness. Here's a demo of the daimos hive room (a screenshot does not do justice at all).
It produced a weird reflection effect that almost reminded me of HALO's specular effects.
If that's what I think it is (sort of a stretched view overlapping the normal view? can't watch it here, I'm at work) then I got the same thing trying to look at daimos. It's actually just another implemented effect that the glow program can also do with its pixel shaders. Why it chooses to start using it on that map, I really don't know. I've looked through the console commands to find something that switches out the shader type used, but I haven't found anything. If you read the original verc page about it, I think that's the effect they suggest might be used as a disorientation effect right after taking damage.

I recommend that this effect be implemented. However, it should be off by default. I also recommend adding a "only during spectating" option to allow players to enjoy the effect when they are dead, without hampering gameplay too much.
Does anyone else think that while this effect looks nice, its a little overdone? Seems as if every slightly lit surface has a massive blur effect on it, if they could just tone it down a bit then it would looke cool.

I have take some screenshots of what the game looks like with different stages of blur on. and also have my fps displayed in the top left. *note* The fps in the first two stages of blur, (blur 0, and blur 1) were limited by the game.

You can attach images to your post, although size is limited to 120k. Remember, use "developer 1" and "fps_max 1000" to allow your frame rate to reach it's maximum value.

It's totally black ingame except there's a bit of glow where lights should be. You can see properly if you set cg_blur_steps to 0. Here's a picture that shows what I mean. Each of these is what I see with cg_blur_steps set to 4 overlayed on what I see with it set to zero with about an 80% transparancy. (Photoshop for the win).

It happened when I died and respawned at my last save point.

ok, it looks good in a few places.
The "low spec" version may work on low end stuff, but it's not all that pretty, and it eats FPS for breakfast.
