My sensitivity is on 10. You have an inverse relationship with sensitivity.
the higher number the faster you can "look/turn" with your mouse, but loose accuracy with your aim. (no mouse has infinite resolution)
the lower the number the more accurate your shot will be, but you have to keep picking up the mouse because you run out of mousepad.
The best solution is to find a sensitivity and FOV (field of view) you like and stick to it. Then practice, practice, practice. Getting a better mouse, tweaking up it's resolution & refresh rate, and getting a better mousepad are all good things to do.
One thing that really ticks me off is when something ever changes my FOV or sensitivity even sightly. I'm that practiced that I can tell conciously to .65 of a change in sensitivity and about 5 points in FOV. It's just as noticable for me as inverse-ing the mouse. For other games I try to match that game's sensitivity with a 10.000000 in HL as best I can (until it "feels" correct).

1) It's preference 2) It's all a matter of what mouse/desktop sens/desktop res -> ingame res you're using, as well as FPS.
Now something like:
"I have an mx510, I'm on the second bar in windows sensitivity with the newest mouseware drivers, high mouse accel, a desktop resolution of 1280x1024, and ingame of 1024x768, with a constant 100 FPS, and an ingame sensitivity of 2.6" Is more along the lines of an appropriate suggestion.
