The same launcher will not solve a server availability problem, you need to have a separate server for CO, either Standalone or just a mod.

We're getting offtopic here...You can run Windows without AV or use a "not crap" AV...
OMG, ns2.exe just needs to be signed by UWE!!!I've had this problem a long time ago, on Windows 7.Only postprocessing AA can be applyed to NS2, and maybe somekind of SSAA. Forcing other types of AA will cause artifacts.
